1991–
1993–1999
Like carljm, used it for years composing email in Pine.

I used Pico at university, before I switched to a distro that had nano instead.
1999–2005
Only ever used it for composing mail in pine.
1999–2004
2000–2002
Used Pico on Linux or Unix distros which weren't sufficiently ra-ra about Free Software that they gave you Nano instead. Eventually learned enough vi(m) to give up the habit, thankfully.

2005–2008
On my Uni's ancient Solaris systems the options were pico or vi (no vim).
2005–
Easier to understand than vi at first.
2006–2007
Used with alpine, before using emacs to write my mails
2007–
On my Linux class we used the commercial version of SUSE, which comes with Pico instead of Nano. It's a very average text editor with nothing special.
2008–
When I got my MBP, I started using pico for simple text changes.
2009–
I think my first experience with pico was with pine sometime in the late 90's early 00's.
