It was firstly introduced in a database management course. Then it became something important to all courses and projects that needed a database. Having said that I did switch from Oracle to SQL Server.

Learned relationnal programming with SQL at the University and rediscover it in 2001. I never really used the PL part though.

Learned it at college. I found it the easiest language in the world, it's all about knowing how relationships work and then it's just learning the syntax.
